The Senate amended version of H.R. 674 passed this evening in the U.S. House of Representatives by a vote of 422 to 0. The bill has been signed by the President.
Congressmen Wally Herger (R-CA) and Earl Blumenauer (D-OR) along with Senators Scott Brown (R-MA) and David Vitter (R-LA) worked tirelessly to push through the legislation in the House. Chairman Dave Camp and Ranking Member Sander Levin should also be recognized for their efforts in Committee, and Speaker John Boehner, Leader Eric Cantor and Whip Kevin McCarthy for putting the 3% repeal on the House "to do" list. Also deserving of praise is Leader Mitch McConnell for pushing this legislation in the Senate. This resounding and overwhelmingly bipartisan vote is the result of the persistent and diverse efforts of the National Association of Government Contractors and the Government Withholding Relief Coalition.
According to the rule adopted by the House, H.R. 674 has been combined with H.R. 2576, which was also approved by the House with bipartisan support, into one measure. H.R. 2576, in essence the offset, would adjust the income qualifications for purposes of determining eligibility for certain healthcare-related programs, such as Medicaid. Just as the Administration endorsed H.R. 674, it has likewise endorsed H.R. 2576 (Statements of Administration Policy for both H.R.674 & H.R.2576 are attached).
This means the House has approved with bipartisan support and the Administration's blessing a measure to repeal the 3% withholding tax mandate with an offset that enjoys bipartisan support and the Administration's support as well. The President also signed the repeal measure.
